Hybrid Telework Opportunity.

Under the general direction of the Procurement & Business Services Section Chief (Staff Services Manager II), this position serves as the Manager (Staff Services Manager I) for the Procurement and Contract Services Unit responsible for the oversight of the department’s purchasing of Non-IT and IT Goods and Services in Financial Information System for California (FI$Cal), all Procurement and Business Services Section activities in the absence of the Section Chief. This includes planning, developing, implementing, and overseeing policies, procedures, and activities related to purchasing, contracts, grants management, and other administrative support services for the department.


The SSM I has extensive knowledge of the state procurement and contracting law and resultant policies; exercises a high degree of initiative, independence of action creativity and originality in the development of policies. The SSM I demonstrates tact and good judgment, communicates effectively, develops and maintains effective and cooperative working relationships and works under pressure to meet deadlines. The SSM I provides leadership, builds a team environment, and is dedicated to staff development.

The SSM I has contact with a wide variety of departmental staff, in addition to close and frequent contact with all levels of other governmental agencies, departmental management, and the public. The SSM I requires extensive knowledge of, and ability to apply various laws, rules, policies, and procedures to effectively execute assigned tasks. The SSM I ensures adherence to State and Federal laws, regulations, State Administrative Manual (SAM), State Contracting Manual (SCM), Department of General Services (DGS) requirements, and internal policies, while promoting efficiency, effectiveness, and customer service excellence. This position manages professional and analytical staff responsible for procurement planning, solicitation, evaluation, negotiation, contract award, and contract administration.

This position is subject to the Form 700 Statement of Economic Interests filing requirements, which requires disclosure of certain personal economic interests as determined by the Conflict of Interest Code of the Department of Health Care Access and Information.  Pursuant to Government Code section 81008, Form 700 Statement of Economic Interests is public record and will be made available for public inspection.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of procurement and contracting laws, regulations, policies and procedures
  • 2 years of experience processing and/or overseeing procurements in Fi$CAL
  • Knowledge of procurement related risk management
  • 2 years of experience building and maintaining effective working relationships with internal and external stakeholders  
  • 2 years of experience working with high level internal/external management
